The Khush Tepa Irrigation and Power Generation Feasibility Study is one of USAID’s most significant technical and engineering studies in Afghanistan. The Study is implemented by AACS Consulting under USAID’s Strengthening Watershed and Irrigation Management (SWIM) activity managed by AECOM International Development, Inc./DT Global.

The Study takes place in Northern Afghanistan, covering the three provinces of Kunduz, Balkh, and Jowzjan; the ensuing construction megaproject resulting from this Study may have one or several dams, about 270km of canals, other irrigation infrastructures, a potential land coverage of 500,000ha, and will impact millions of people’s lives in the targeted provinces and beyond. If viable, it will also have a power generation unit.

The Feasibility Study is carried out in coordination with the Government of Afghanistan stakeholders, in particular, the Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Energy and Water (MEW), and the National Environmental Protection Agency (NEPA).
