Baseline and Endline Survey

To precisely estimate the impact of an intervention, organizations need to conduct a survey that serves as a benchmark (baseline survey) against which the results of the completed intervention (endline survey) can be compared. Therefore, the baseline survey is an important element of the standard M&E practice. It allows organizations to establish an information base to monitor and assess an activity’s progress and effectiveness during the implementation of an activity.

Similar in concept and method to a baseline survey is an endline survey which, on the other hand, focuses on assessing an activity’s accomplishments and effectiveness after implementation of the activity is completed.
