Establishing a Monitoring System to Better Understand the Impacts of COVID-19: A Project of UNFAO

With the help of this research investigation, AACS Consulting has collected and reported country-level results from COVID-19 surveys conducted with country-level farmers, agri-input vendors, and agri-extension workers to track the impacts of the COVID-19 pandemic and to inform policies that limit the human and economic implications of the pandemic.

Healthy, sustainable, and inclusive food systems are essential to achieving global development goals. For ending the world’s extreme poverty, Agricultural development is considered one of the most effective tools for promoting shared prosperity and feeding the poor. A well-developed agricultural system is pivotal to social progress because it brings employment opportunities and raises the income of households in rural areas. According to the world bank, Growth in the agricultural sector is two to four times more effective than other sectors in raising the incomes of the poorest. Therefore, to raise the standard of living in underdeveloped countries like Afghanistan, a solid agriculture system is necessary to maintain the Economic value chain.

FAO established a monitoring system to better gauge the effect of COVID-19 and other shocks on food supply and subsequently combated the food insecurity and malnutrition issues across Afghanistan. AACS Consulting was honored to work with the FAO and help the organization by providing data collection services. AACS consulting provided skilled enumerators who conducted in-person household interviews and key informant interviews across 20 provinces in Afghanistan.

This project came at a crucial time when the political environment of Afghanistan was rapidly changing; the conflict between armed groups and the incumbent government was intensifying as the armed groups were advancing to gain territories. In the mid of August, there was a regime change, and the data collection was utterly stalled as most of the program staff left the country. However, to catch up with the deadline, AACS Consulting hired new qualified personnel for the job. AACS Consulting worked day and night to collect data, analyze it, and present it meaningfully.

Success Story

AACS Consulting serves clients by helping them monitor and evaluate their humanitarian intervention. If there is one thing AACS Consulting is proud of, it is, without a shade of doubt, AACS clients’ success. In Afghanistan, conducting a survey is challenging due to cultural barriers and security. This project came at a time when the conflict between the Taliban and the Republic government was climaxing. AACS consulting prioritized the safety of their field officers and did everything to keep them safe. In addition, AACS Consulting assisted FAO with monitoring and improving performance by using various evidence-based approaches and methodologies, drawing upon qualitative and quantitative data capture and analysis through remote and in-person data collection. This helped FAO achieve its goals by having the project implemented more effectively. Furthermore, AACS Consulting adheres to a strict code of ethics and endeavors to address significant concerns around consent, confidentiality, anonymity, safeguarding vulnerable people, and the potential impact of the research on both research participants and researchers.

I undertook surveys at critical times when the situation in Afghanistan was changing and fear was evident on the people’s faces. The worst moment was that, at that time, people were pessimistic about their future. It broke my heart when I observed some people’s condition as they had sent their children for hard labor. I faced hardships while traveling to some of the villages as there were security threats, and also, there was no access to those areas because the roads were in dismal condition. Besides these barriers, I completed my data collection. As most were worried, I got the opportunity to meet with the new people and give them some hope for the future. I am grateful to the AACS Consulting as they did not abandon us in these difficult times and cared about our safety.

It was interesting when I had the opportunity to meet with new people, a new environment, and new culture. I was heartbroken when some households told me we would die out of poverty or be killed by the dangerous corona. Most of the people I met were severely affected by conflicts and corona. When collecting data, I cared about people’s safety as I kept my distance from the respondents. AACS Consulting ensured we were safe and provided us with masks and safety kits.

One of my best memory was when I went to a village; I called one of the respondents and asked them if I could come here to have an interview with him. He warmly responded to my call, came to the main road, and took me to the village. The town’s people were very hospitable and answered each question very honestly and clearly. However, it was heartbreaking to see the people’s miserable condition as people had lost their crops due to drought. Also, because of corona people’s lives were severely affected as most of the younger breadwinners had lost their lives. Moreover, I am grateful to have worked with AACS Consulting as they care about their employees.
