We are seeking an Admin and HR Manager to join our team. An Admin and HR Manager provides leadership to ensure and enhance organization performance by proactive and well-defined planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

As a member of the Senior Management Team (SMT), the Finance Manager, under the direct supervision of the Finance Director, will be responsible for the effective and accurate financial management of AACS Consulting Day to day business and provide the highest-level financial management reports, status and decision level updates to SMT and stakeholders of AACS Consulting, the following are duties and responsibilities of the role but not limited to them:

Primary Duties and Responsibilities:

  • The incumbent will be based in Kabul, Afghanistan. The Finance Manager will be responsible for financial planning, including budgeting.
  • The candidate will do the proper and accurate financial management of AACS Consulting projects and oversight in line with AACS Consulting financial regulations.
  • Development of finance-related reports, regular project updates, and overall firm-based financial delivery.
  • Implementation of operational strategies and financial procedures within the scope of responsibilities.
  • Review and update all financial reports of AACS Consulting jointly with the Finance Director and VP for Finance, Administration, and Compliance and others concerned.
  • Preparing and implementing enhanced budgets and work plans for sub-recipients based on the AACS Consulting policy and approved budget allocation.  
  • Proper planning, tracking, and reviewing project expenditures by AACS rules and regulations.
  • Ensuring compliance with all financial documentation prepared by the finance department and personnel for alignment with the budgets, exchange rates, chart of accounts, etc.
  • Supervise AACS Consulting staff's expenditures and assist with proper monitoring of spending within the respective grants and components.
  • Checking for financial activities compliance and financial recording/reporting system with AACS Consulting rules, regulations, policies, and strategies.
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for savings and over-expenditures to the Finance Director and Board of Directors.
  • Respond to inquiries of audit, financial compliance, and tax office.
  • Monthly, Quarterly, and Annual tax filing, clearance, and responding to MoF inquiries.
  • Preparation and tracking of budget revision and cash balance reports.
  • Timely liaison with the country office on payments made and pending.
  • Ensures implementation of operational and financial management strategies and adapts processes and procedures, focusing on achieving the full compliance of economic activities, financial recording/reporting systems, and audit follow-ups with AACS Consulting rules, regulations, policies, and strategies.
  • Manages the budgets, project financial closure, and project transactions and organizes an optimal cost-recovery system focusing on achieving financial resources management through planning, guiding, and controlling the resources.
  • Ensures proper control of accounts, including the detailed elaboration of the expenses control system, which ensures that vouchers are processed and completed, transactions are correctly recorded and posted, receipts of goods and services, and the establishment of accruals are adequately done in compliance with IFRS and AACS policies and procedures.
  • Entering Transactions in the QuickBooks online system and developing a customized system based on AACS business's needs and nature.
  • Ensure timely review and approval of accounting transactions, including applying income processed and validated through adequate controls; formulates SOPs for these processes.
  • Adequately manages the team in respect of AACS Consulting principles and maintains AACS excellence.
  • Propose process and system re-engineering to Finance and ensure Continuous Progress Initiatives/work plan is implemented to adapt to the firm's evolution and provide yearly improvements.

Education:

Advanced (Masters) University Degree in Finance or Accounting or a professional accounting qualification from an internationally accredited institute of accountancy. Those with professional accounting qualifications from an internationally accredited accountancy institute will have a distinct advantage.

Experience:

  • Minimum of 05 years of relevant experience in financial accounting.
  • Experience in managing and supporting external clients.
  • Recent experience in supervising teams.
  • Experience working in QuickBooks is required.
  • Experience in the usage of computers and MS Office packages. Advanced knowledge of spreadsheet and database packages.
  • Experience with IFRS is required to make sure AACS complies.

 

Language Requirements:

Fluency in Pashto and Dari; working knowledge of English is highly required.
